Use of External Data?

The title of the dataset says - "Using additional data or metadata is permitted!"
but in the discussion of the general rules, it says - "Using external observation data (such as data from iNaturalist, GBIF, etc.) is forbidden"
Can we get some clarification on the issue on if using data from previous competition is permitted?
additional data that is available in the data page is allowed.
